JOINT STATEMENT Maya, Xinca, Garifuna and Mestizo OF GUATEMALA TO REDUCE DISASTER RISK

The country's development can only be sustainable, comprehensive and safe if done on the basis of the different views, participation and influence of the peoples that comprise it, and it may be possible if there is respect and balance the harmonious coexistence of human beings with Mother Nature.
The consultation process various institutions to include knowledge and ancestral wisdom in preventing and responding to risk situations, is a concrete step that seeks to transform public policy and institutional practices in reducing disaster risk, from a permanent space for dialogue and query.
Therefore, DEMAND:
FIRST: The implementation of the Law of Indigenous Peoples in the recovery of ancestral lands and territories, as well as the State's obligation to consult with binding mechanisms, prior information, before carrying out any extractive activities like mining, logging, or other projects affecting the collective interests or harm the country. In existing projects, should increase regulation to international standards to avoid increasing vulnerability and socio-environmental damage.
SECOND: That the executive promotes, through its legislative caucus, the passage of Measure No. 3835 on Sacred Sites of Indigenous Peoples, considering that the essence that guides our ancestral knowledge and wisdom is our spirituality.
THIRD: The evaluation, promotion and strengthening of our own forms of community organization and ancestral, as the Councils of Elders Ancestral and Spiritual Guides authorities, which must be recognized and taken into account when making decisions in the formal state structures, where they can provide their input in the actions of prevention, care and disaster recovery.
FOURTH: The creation and implementation of appropriate legal, administrative and corrective effect of reducing structural vulnerabilities through the implementation of the National Policy for the Management of Risk Reduction of Disasters, which must be socially and culturally relevant. With regard to response actions, should contemplate the creation of a surveillance system and monitoring to ensure the transparent and rapid delivery of humanitarian aid resources to those affected by events or disasters.
FIFTH: The adoption of programs that protect the ancestral agricultural production mechanisms and the creation of a native seed bank to allow the medium term to ensure food sovereignty of the peoples of Guatemala. It should emphasize efforts on those areas most vulnerable to the effect of drought or excessive rainfall, which affect people's food security.
SIXTH: That all the statements that are formulated in terms of integral development are taken into account and linked institutional acting.
